On the sidelines of the conference, Russia’s Security Council Secretary Sergei Shoigu held bilateral talks with several key figures, including Bosnian Serb President Milorad Dodik, Iran’s Supreme National Security Council Secretary Ali Akbar Ahmadian, and North Korea’s State Security Minister Ri Chang-dae.
Shoigu reaffirmed Russia’s commitment to advancing a strategic cooperation agreement with Tehran, expressing hope for its imminent ratification. He also praised the steady development of ties with Pyongyang, stating that such collaboration has become increasingly vital amid what he described as a “complex international situation.”
The summit comes amid Russia’s broader pivot toward the Global South and emerging economies, following heightened tensions with Western nations over the war in Ukraine. Observers view the gathering as part of Moscow’s strategy to forge alternative global security architectures, emphasizing multipolarity and mutual sovereignty.
